Off-grid living in Rhode Island: a property guide
For a new building relying on onsite wastewater, the municipality cannot issue its building permit until the required DEM approvals are valid.

Rhode Island DEM administers the statewide onsite-wastewater program. Its rule directs municipalities not to issue a building permit for covered new construction or alteration until the required written DEM approvals have been presented and remain valid.
Well–wastewater density
Nearby drinking wells can constrain design flow.
The OWTS rule applies a density limit for covered applications when the property or an adjacent lot uses an onsite drinking-water well, or a well lies within 200 feet of the proposed system, subject to the rule’s exceptions. It also directs DEM away from approving an OWTS where public wastewater is reasonably accessible and connection permission is available.

- obtain the local building official’s well permit
- use licensed well professionals and meet setbacks
- test the connected system under private-well rules
- contractor files completion report with RIDOH within 10 days
Private-well regulations also require specific testing at covered home transfers. Retrieve the construction record, septic permit and raw-water results together.
