Off-grid living in Arkansas: a property guide
Arkansas separates permission to construct from permission to operate. A system cannot be used until inspection is approved and the operating permit is issued—and nearby sewer availability can block the onsite route entirely.

Application
A designated representative evaluates soil/site conditions and prepares the system proposal for the local health unit.
Construction
Build only under the approved permit, using the required installer and notifying the authority for inspection.
Operation
After a satisfactory inspection, the authorized agent issues the permit for operation. The system may not be used before then.
Check sewer first
“Off-grid” does not create a choice where connection is required.
Arkansas rules state that a home or business must connect when the building sewer exit is within 300 feet of access to public sewer on the owner’s property or an adjacent street or alley. The onsite permit rule also directs refusal where public sewer is reasonably available or economically feasible.
Measure and confirm this with the serving utility and health authority; access, capacity, easements and the statutory facts need a parcel-specific determination.

Private water
Test wider than the state kit.
ADH makes private drinking-water safety the owner’s responsibility. Its public laboratory tests private samples for total coliform and E. coli only—not minerals, parasites or chemicals. Use the state kit correctly, then select additional accredited-lab analytes from geology and nearby land-use risk.
Home and land
Owner-builder status is not a permit waiver.
Arkansas contractor law includes an owner-residence exception, but construction still needs every applicable code, zoning, floodplain, electrical, plumbing and local permit approval. Confirm who enforces the Arkansas Fire Prevention Code and who issues final occupancy evidence for the exact address.
