Off-grid living in Tennessee: a property guide

Tennessee’s septic evaluation is spatial. Property lines, house pad, porches, drives, pools, wells and utilities affect whether a compliant primary and duplicate disposal area can fit—and later changes can require a modification permit.

Subsurface sewage disposal

Permit before dirt work. Certificate after inspection.

TDEC says the construction permit should be obtained before starting dirt work or building the pad. After installation, the system remains uncovered for inspection; approval produces the Certificate of Completion.

Standard route

TDEC environmental field office or one of the contract counties evaluates and permits.

Third-party route

A registered water-resources engineer may prepare the package and/or final inspection; qualifying soil scientists can submit certain systems under 750 gpd.

Alternative route

Extra-high-intensity soils map and approved alternative design where conventional conditions do not work.

Modification triggers: added bedrooms, a pool, garage, shop, barn or a moved home can affect the initial or duplicate field and require a modification permit.

Choose the correct official septic service

Private well

Licensed work; owner-led testing.

Tennessee licenses the individuals who drill, set pumps and install/maintain water treatment. A general contractor, electrician or plumber cannot perform those covered tasks without the TDEC credential.

The state has no general private-water sampling requirement. That makes the well log, construction, yield, location and a risk-based laboratory panel buyer evidence rather than optional extras.

Residential building code

Three jurisdiction states inside one state.

STATE PROGRAM

Applies where the locality has neither an enforcement exemption nor a valid opt-out. State permit and inspections cover listed residential work.

LOCAL ENFORCEMENT

The city/county has an exemption because it administers qualifying local codes. Use its permit office and amendments.

OPT-OUT / NON-CODE

Do not infer that zoning, electrical, septic, flood or other law disappears. Confirm what inspections and evidence remain.

A state residential permit is only a building permit. The official FAQ says it is not zoning, septic/sewer, electrical, grading/fill or floodplain approval.
