Pennsylvania’s rural approval path is built around the exact township, borough or city: local land-use rules, a municipal Sewage Enforcement Officer, and a local or third-party building-code administrator.
Start with the municipality
The mailing address does not name every authority.
Identify the incorporated municipality, not just the county or postal town. Ask for the zoning ordinance and map, subdivision/land-development rules, floodplain administrator, Sewage Enforcement Officer and Uniform Construction Code office. A county may supply services, but municipal boundaries drive many decisions.
On-lot sewage
The local Sewage Enforcement Officer is the permit gate.
Under the Act 537 framework, municipalities administer individual on-lot systems through certified Sewage Enforcement Officers. The parcel process ordinarily turns on application, soil and site testing, design, the municipal permit, installation and inspection. Confirm whether the official sewage-facilities plan supports the proposed lot and use.

No statewide homeowner-well code is a risk transfer—not a clearance.
DEP explicitly says Pennsylvania does not regulate private homeowner wells. Local rules may still apply, and state law licenses drillers and addresses abandonment. Without a state construction approval, the buyer must build a stronger evidence file for location, construction, yield and water quality.

- test through an accredited laboratory
- screen geology and nearby oil, gas, mine and farm risks
- repeat testing after floods, repairs or land-use change

The UCC applies statewide; the permit counter varies. Obtain all inspections and the final certificate required for occupancy, and keep zoning approval separate.

Historic extraction, limestone pathways and home-use gas wells can change water testing, foundation work, liability and insurance. DEP says a home-use gas well remains regulated and brings owner/operator inspection and safety obligations.
