Off-grid living in West Virginia: a property guide
A mountain parcel may be large yet offer little usable space once access grade, cut and fill, wastewater area, well separation, drainage and flood exposure are drawn together.

Lay out the house, construction access, parking, water well, treatment and reserve area, storm drainage and any retaining work at survey scale. Then test the slopes, soils and separation distances through the agencies and professionals who can approve them.

Apply to the local health department before drilling, modifying or abandoning. Use the current state form; a certified well driller signs required applications and completion records.

West Virginia’s program certifies master and journeyman drillers and pump installers and applies statewide water-well design standards. A master driller can sign permit applications and completion reports; other classifications have defined limits.
An owner installing a pump on a new private well has a narrow exam process; it is not a blanket exemption from well rules.

West Virginia’s State Building Code becomes the local enforcement framework where a county or municipality adopts it. The adopting jurisdiction is responsible for enforcement and can take the further actions needed for local conditions and appendices. Identify municipal boundaries and ask the relevant jurisdiction for its current ordinance, permit scope, inspectors and occupancy closeout.
No locally administered general building permit is not proof that zoning, floodplain, sanitation, electrical, driveway, fire-safety, manufactured-home or private restrictions disappear.
